ディープステート（英: deep state、略称: DS[1]）、または闇の政府[2][3]とは、アメリカ合衆国の連邦政府・金融機関・産業界の関係者が秘密のネットワークを組織しており、選挙で選ばれた正当な米国政府と一緒に、あるいはその内部で権力を行使する隠れた政府として機能しているとする陰謀論である[4][5][6][7][8]。「影の政府」や「国家の内部における国家」と重複する概念でもある。

一般的に、このような「ディープステート」が存在するという主張は陰謀論の一種とみなされ[9][10][11][12][13]、ディープステートが存在するかもしれないという主張は複数の学者や作家によって否定されている[14][15]。政治学者のジョセフ・ウシンスキー（英語版）は、「この概念は常に陰謀論者の間で非常に人気がある」と指摘している[16]。2017年と2018年に行われた世論調査では、アメリカ国民全体の約半数がディープステートの存在を信じていることが示唆されている[17][18]。第45代大統領ドナルド・トランプとその政権のさまざまな高官らは、在任中にいわゆる「ディープステート」についての言及を繰り返し、この存在がトランプと彼の計画の足を引っ張っていると公式に主張した。

トランプ政権とディープステート

2017年

ドナルド・トランプの支持者らは、情報高官や行政府職員がリークやその他の内的手段で政策を誘導しているという疑惑を指してこの言葉を使用した[19][14]。2017年7月の米国上院国土安全保障・政府問題委員会（英語版）の報告書によると、「トランプ政権は、以前の政権よりもはるかに高頻度で、国家安全保障に関するリークに『ほぼ毎日』襲われていた」という[20]。タイム誌に引用されたデビッド・ガーゲン（英語版）の発言によれば、この言葉はスティーブ・バノンやブライトバート・ニュースなどのトランプ政権支持者によって、トランプの大統領職を批判する人々を非正当化するために採用されたものだという[21]。

2017年5月、民主党のデニス・クシニッチ元米国下院議員は、FOXニュースのインタビューにおいて、「官僚機構内のディープステートが、トランプを大統領職から引きずり降ろそうとしている」と発言した。彼はさらに、次のように詳しく述べた。「アメリカ合衆国の政治プロセスは、情報機関やその機関に属する個人によって攻撃を受けている。（中略）政府機関の政治問題化が進み、大統領の失脚を意図した匿名で身元不明の人々からのリークにつながっている。（中略）これはアメリカにとって非常に危険なことだ。これは共和国に対する脅威であり、我々の生活様式に対する明白な現在進行系の危機を生み出している。そのため、我々は『この人々の動機は何なのか』と問わねばならない。誰がこのようなリークを流しているのか？なぜ誰も、自らの立場を明かさずにメディアを通じて攻撃する代わりに、自らの名前と評判を背景に名乗り出て告発を行わないのだろうか？」。数ヶ月前のインタビューにおいて、クシニッチは次のようにも語っている。「この問題の核心にあるのは、米露の良好な関係を根底から覆そうとする情報機関の一部による取り組みだ。（中略）この軍産情報複合体が儲かるように、アメリカとロシアを切り離そうとしている人々がいる[22][23]」。

トランプと彼の元政治戦略家のスティーブ・バノンは、大統領の計画を妨害しているとされるディープステートについて、ともに疑惑を投げかけてきた[24][25][26]。2018年、ディープステートを「凝り固まった官僚機構」と表現したトランプは、フーマ・アベディンの訴追を主張する声明の中で、米国司法省を「ディープステートの一部である」として非難した[27]。トランプ陣営や右派メディアの中には、バラク・オバマ元大統領がトランプに対してディープステートの抵抗勢力を組織していると主張する者もいる[24][28]。ディープステートの存在を信じることはトランプ支持者の間で人気があるが、批評家は、トランプ政権を苛立たせているリーク元には、他国におけるディープステートに見られるような組織的な深さがないとして、現実的な根拠がないと指摘している[29]。また、米国内でこの用語を使用することは、重要な社会制度（公共機関）に対する信用の毀損につながり、反対意見の弾圧を正当化するために使用される可能性があるとの警告も発している[24][30]。

2020年

2020年2月、トランプ政権の閣僚で大統領首席補佐官を務めたミック・マルバニーは、トランプを妨害するディープステートは存在するのかと聞かれ、「絶対に、100%存在する」と答えた[31]。マイケル・トマスキー（英語版）は、『ニューヨーク・レビュー・オブ・ブックス（英語版）』の記事において、2018年7月に元米国下院議長のニュート・ギングリッチが、ロバート・モラー捜査の文脈でこの言葉を使用したとして、彼の発言を引用している。「（前略）トランプの失脚、あるいは最低でも弱体化、機能停止を狙ったディープステートの穂先だ[32]」。さらにギングリッチは、「モラーの職務を厚かましく再定義したことは、ディープステートがいかに傲慢で、何でもやり過ごせるという自信があるかを物語っている」と付け加えている[32]。

ハーバード大学教授のスティーヴン・ウォルトは、「米国の外交政策を動かしている秘密の陰謀やディープステートは存在しない。超党派の外交政策エリートが存在する程度で、それはありふれた風景の中に隠れている」と述べた[33]。

この言葉は、トランプ政権において、ハーバート・マクマスター、ジョン・フランシス・ケリー、ジェームズ・マティスなどのキャリア軍人が行使しているとされる、ディープステート的な影響力に関するコメントにも使用されている。人類学者のC・オーガスト・エリオットは、このような状態を「シャロー・ステート（shallow state、浅瀬国家）」、すなわち「今や公務員が、大統領の非常に水漏れしやすい船を浅瀬に導き、難破する可能性から遠ざけるタグボートとして機能するアメリカ」の出現であると表現した[34]。

2018年9月5日、ニューヨーク・タイムズ紙は、「トランプ政権の高官」が書いたとされる『I Am Part of the Resistance Inside the Trump Administration（英語版）』と題された匿名の論説を掲載した。論説の中で、同高官はトランプを批判し、「トランプ自身の政権の高官の多くが、彼の計画の一部と彼の最悪の性向を妨げるために、内部から熱心に働きかけている」と主張した[35]。米国下院少数党院内総務のケビン・マッカーシーは、これをディープステートが活動している証拠であると評し[36]、デイビット・ボッシー（英語版）は、これはディープステートが「アメリカ国民の意思に反して活動している」ものだと主張する論説をFOXニュースに寄稿している[37]。しかし、匿名の著者の信憑性については疑問の声もあり、「高官」とみなされる可能性のある役職は数百から数千に及ぶと推定する声や[38]、そうした集団の存在を暴露することに内在するパラドックスを指摘する声もあった[39]。

世論調査

2017年4月に米国人を対象に行われた世論調査によると、「政府を密かに操ろうとしている軍・情報機関・政府関係者」と定義される「ディープステート」について、約半数（48%）が存在すると考えており、全体の約3分の1（35%）は陰謀論であると考え、残り（17%）は特に意見を持っていなかった。「ディープステート」が存在すると考えている人のうち、半数以上（58%）が「大きな問題である」と回答した[17][40]。

2018年3月の世論調査では、ほとんどの回答者（63%）が「ディープステート」という言葉を知らなかったが、「国家政策を密かに操作したり指示したりする、選挙で選ばれた訳ではない政府や軍関係者のグループ」と表現した場合、過半数の人が米国にディープステートが存在する可能性が高いと信じていることが判明した。回答者の4分の3（74%）は、この種のグループが連邦政府に恐らく（47%）または間違いなく（27%）存在すると考えていると回答した[18][41][42]。

2019年10月、エコノミスト誌とYouGov（英語版）が回答者に「ディープステート」の定義を示さずに実施した世論調査では、共和党員の70%、無党派層の38%、民主党員の13%が、「ディープステートはトランプの失脚を図っている」ことに同意した[43]。
