大塚 啓二郎（おおつか けいじろう、1948年5月4日[1] - ）は、日本の経済学者。専門は開発経済学。経済学博士 (PhD)（シカゴ大学・1979年）。東京都立大学ならびに政策研究大学院大学名誉教授。日本学士院会員[2]。紫綬褒章、瑞宝重光章受章。東京都練馬区出身。
1971年北海道大学農学部農業経済学科卒業。1974年東京都立大学大学院修士課程修了。1979年シカゴ大学大学院博士課程修了。同年エール大学経済成長研究所ポストドクトラルフェロー、1980年東京都立大学経済学部講師、1981年同助教授、1991年同教授、2001年政策研究大学院大学教授、2016年神戸大学社会システムイノベーションセンター兼大学院経済学研究科特命教授。同年ジェトロ・アジア経済研究所上席主任調査研究員。国際稲研究所（IRRI）理事長（2004年-07年）、国際農業経済学会会長（2009年-12年）、開発経済学会会長（2019年－現在）。国際、アメリカ、アフリカ、アジア、日本の各農業経済学会名誉会員。スタンフォード大学、ケープタウン大学、フィリピン大学(ロスバニョス校)客員研究員。東京都立大学では速水佑次郎教授に師事し、シカゴ大学ではノーベル経済学賞受賞者のセオドア・シュルツに師事した。2010年4月、紫綬褒章受章。2018年12月、日本学士院会員。2021年11月、瑞宝重光章。2022年1月、「講書始の儀」でご進講。
