アメリカ合衆国における進歩主義

アメリカ合衆国における進歩主義（英語: Progressivism in the United States）とは、20世紀の初頭から21世紀の2020年代にかけて、アメリカ合衆国の内部で広く存在している「愛国主義」と「社会民主主義」を中心として政治哲学であり、またはそれに伴う経済改革の方法や具体的な行動のことを指す。日本語ではアメリカの進歩主義や米国進歩主義にも訳される。

21世紀の2020年代以降には、米国進歩主義の支持者は自らの事を左翼と右翼の間に位置つけている。人権尊重や差別解消を推進している事から、米国の新聞やメディアではよく従来の左翼だと見られるが、社会の新聞自由と個人の言論自由を支持している政策など、現代の右翼に見られる行為もある。また、米国の国内では常に新国家主義や進歩的保守主義の支持者と対立し続けているが、米国外部の敵である中国・ロシア・イランと対抗する時には非常に団結であり、常に手を組んで独裁国家たちを打撃している[1][2][3][4][5][6]。

概要

進歩主義は20世紀の初頭で最高潮に達し、中産階級や労働者階級を中心に、現代社会を改革しようと目指してた。その理由は、産業革命によって大企業が平民への搾取、自然への汚染、政治への腐敗が深刻的な問題となり、進歩主義はそれを完全に解決するための方法とされている。歴史家のアロンゾ・ハンビーは「アメリカの進歩主義はヨーロッパと異なり、現段階にはまだ実現できないアイデア・情熱・衝動・創新などもこの理論に取り組み、未来のいつかできっと成功してみせるという特徴がある」と述べた。19世紀の末に登場した欧州の進歩主義は、20世紀の前半にアメリカに辿りつき、米国特有の形に変わり、21世紀のアメリカの政治基調の形成に大きな貢献をつとめていた[7]。

進歩主義は政治面だけでなく、経済面でもしっかりと政策を打ち出している。一部の社会民主主義の原則や考え方を取り入れ、過剰労働や職場いじめを徹底的に禁止し、人間が楽しい環境の中に働かせて、生産性を向上させる。職場の問題以外にも、人々が社会で生きやすくなるために「社会正義」の概念を極めに重視していて、アメリカ政府は規制を通じて、労働者の社会保障、公的財の維持、貧困層の生活改善に取り組むべきとされている[8]。

共産独裁国家や、北欧とフランスの指導主義経済ほどは無いが、「政府が最低限の規制を行い、貿易市場と資本市場の不公平を解消する」という方法を取っている。具体的なやり方に関しては、現在大企業や富裕層を優遇している政策をそのまま維持し、累進課税を導入して富の不平等を減らす。そして、累進課税によって富裕層から取った税収を全部公共サービス、全民医療、失業救済、義務教育、最低雇用賃金、反トラスト法、家賃の引き下げに投入し続けている[9]。21世紀の2020年代以降、ロシア[10][11][12]と中国[13][14][15][16]のネット上では、アメリカが持つすべての進歩主義的な行為を「ポリコレ」と混同しつつ、現代の米国政府を意図的に反保守主義・伝統破壊の方向へと拉致解釈している動画が多発したが、この情報戦はアメリカ国内に対する影響はほとんど無かった[17][18][19][20][21]。
