修正または廃止の提案

先行議論は利用者‐会話:ネイ#Template:Free mediaにあります。このテンプレートはライセンステンプレートでの参照読み込みを想定しており、自由利用できるファイルをCategory:All free mediaに含めることを目的としています。このカテゴリはCategory:自由利用できない画像と対を成すものであり、カテゴリ作成の目的としてWikipedia:カテゴリの方針#分割として機能するカテゴリが挙げられます。しかし、このテンプレートとカテゴリには下記の問題点があります。

• {{Cc-by-sa-3.0-migrated}}でしか使用されておらず、網羅できていない。
  • これは各ライセンステンプレートに本テンプレートを追加することで解決できます。
• {{屋外美術}}などを検出する方法がなく、例えばファイル:Bampaku-kinenkoen sta.JPGはAll free mediaと自由利用できない画像の両方に含まれています。
  • 移入元の英語版では各ライセンステンプレートに自由利用できないファイルを指定する引数があり（例えば、en:Template:Cc-by-sa-3.0-migratedでは|dw=yes）、それを指定することでFree mediaを呼び出しません。したがって、技術上は一応解決できますが、ボット作業を要します（{{屋外美術}}か{{米国著作権継続}}がある場合、|dw=yesを追加する作業）。また、各テンプレートの説明に注意書きを追加して、{{屋外美術}}のほかにも|dw=yesと指定するよう注意喚起を行う必要もあります。

いずれも解決が不可能とは言えませんが、それなりの労力を要します。作業後の成果が「Category:著作権の状態別の画像に含まれ、Category:自由利用できない画像に含まれないファイルのカテゴリ」なので、労力と成果が見合うかどうかという問題になります。見合うとする合意が成立した場合はテンプレート編集を行うとともにボット作業依頼を提出、見合わないとする合意が成立した場合は本テンプレートを廃止して、Category:All free mediaの削除依頼を提出します。私は賛否自体はありませんが、ボット作業を行えず、依頼提出しかできないと申し上げておきます（テンプレートの編集対応はできます）。

In English: This template has two problems: (1) It is only used in {{Cc-by-sa-3.0-migrated}} but not other free license templates; (2) There is currently no way to detect non-free files, so ファイル:Bampaku-kinenkoen sta.JPG is in both Category:All free media and Category:自由利用できない画像 (Non-free media). (1) can be solved by editing the license templates, while (2) can be solved by editing the license templates, adding |dw=yes to non-free files, and adding a note in template /doc pages for adding |dw=yes in addition to {{屋外美術}} etc. when uploading non-free files. The result would be a category that contains all files in Category:著作権の状態別の画像, excluding files in Category:自由利用できない画像. Therefore, the question is whether this category is worth the hard work. If yes, then we should proceed to make the changes; if no, we should deprecate this template and delete the category. I do not have opinion on whether it is worth, but I cannot work on the bot changes (though I can edit the templates and send something to WP:BOTREQ). ネイ（会話） 2021年7月11日 (日) 11:18 (UTC)

• I do not think that it is a big problems that some files are both in Category:All free media and Category:自由利用できない画像. The categories are meant for maintanance and can be hidded categories so they do not confuse any reusers. The files are allready in the category with other GFDL files and GFDL is classified as a free license.

I think there are 1500 non-free files so it is not that many files. A few like ファイル:Oita-dialect.jpg is not in use and should probably be deleted. So I do not think it would be impossible to mark them all with |dw=yes.

So I think we should keep the template and add it to all free licenses. --MGA73（会話） 2021年7月11日 (日) 13:43 (UTC)

合意成立とみなします。各ライセンステンプレートに{{#if:{{yesno|{{{dw|}}}|yes=|no=yes}}|{{File other|{{Free media}}}}}}を追加すれば、カテゴリがつけられるようになります。

Planning to go to BOTREQ with the following instructions:

For each file page in Category:日本ではパブリックドメインにあり、米国でパブリックドメインにない画像 or Category:屋外美術を含む画像, check the license template it uses.

• {{写真の著作物}} → Ignore this template but check the license template specified in first parameter.
• {{Self屋外美術}} → No change needed since we can add |dw=yes in the template itself.
• {{Self}} → Add |dw=yes. The template should then pass this parameter to the license templates it calls.
• Other license templates used directly, e.g. {{GFDL-ja}} → Add |dw=yes.

@ネイ All files in Category:日本ではパブリックドメインにあり、米国でパブリックドメインにない画像 uses template {{米国著作権継続}}. So do we need to do anything with the files in this category?

Category:日本ではパブリックドメインにあり、米国でパブリックドメインにない画像: Seems the files in this category do not contain any potentially-free license templates, so we do not need to change anything.

{{写真の著作物}}: It is used in the form of {{写真の著作物|{{PD-self}}}}, so for non-free files it needs to be changed to {{写真の著作物|{{PD-self|dw=yes}}}}. If it is used with {{屋外美術}}, then it should be fine to convert to {{Self屋外美術}}, unless if the uploader is not the author of the photo (which I think is a very rare case).--ネイ（会話） 2021年8月15日 (日) 13:33 (UTC)

@ネイ Most of the templates are converted to {{Self屋外美術}}. I think it would be good to add {{free media}} to license templates because it should only be a few files that have not been fixed. It is easier to find those files when we can make a list of files in Category:屋外美術を含む画像 with {{free media}}.
