枢密院における国王
枢密院における女王(すうみついんにおけるじょおう、 Queen-in-Council (男性君主の治下では「枢密院における国王」、 King-in-Council))は、 英連邦王国に属する諸国において、枢密院(イギリスおよびカナダ連邦)や行政評議会(他の大半の英連邦王国の諸国およびカナダ諸州)の助言と同意によって行政権を行使する場面における君主を意味する憲法上の用語である。イギリス本国といくつかのイギリスの王室属領を除く英連邦王国では、女王の権力と権限は総督、副総督に委任されており、この場合、「枢密院における女王」はそれぞれ「枢密院(評議会)における総督」、「枢密院(評議会)における副総督」に読み替えられる。「○○政府」という語は通常、上述の語の同義語として用いられているが、いくつかの領域ではより広い意味を持ちうる。
実務上、「枢密院における女王」は、ほとんどの場合、枢密院または行政評議会の下部機関であり、かつ、上級の大臣によって構成され、しばしば女王やその代理人が出席することなく会合を行う内閣によって行われた決定に形式的な効力を付与する。「枢密院における女王」によって発せられた命令は「枢密院令」として発布され、司法審査の対象となる[1]。
