しかしながら、

ベルヌ条約やその他の著作権に関する条約に加盟している上記以外の国民・永住者の人によって、上記の国で出版された著作物は本国の著作権法のみならず国際的に保護されています。
同様に、上記の国での出版から30日以内に上記の国以外で出版された著作物も出版された国で保護の対象です。著作物が上記の国以外で保護の対象とされているとき、その著作権の保護期間は本国における保護期間を超える場合があります。
これらの国の出版されていない著作物は著作権保護下にある場合があります。
上記の国を本国とする著作物は、アメリカ合衆国が加盟する著作権条約・協定に上記の国が加盟し、加盟時点で本国において著作権を有する場合は、アメリカ合衆国において著作権で著作物が保護される可能性があります。

エチオピアでは2004年7月19日施行、2004年第410号著作権・著作者隣接権保護宣言 (Copyright and Neighboring Rights Protection Proclamation No. 410/2004) によって著作権が規定されています。
