社会主義エチオピア(しゃかいしゅぎエチオピア、アムハラ語: የኅብረተሰብአዊት ኢትዮጵያ ጊዜያዊ ወታደራዊ መንግሥት)、またはデルグ (アムハラ語: ደርግ、英語: Derg、Dergue)、正式には臨時軍事行政評議会 (英語: Provisional Military Administrative Council、略称:PMAC) は、かつてエチオピアに存在した軍事政権、社会主義国家である[2][3]。
マルクス・レーニン主義を掲げていた。また、ソビエト連邦の影響下に置かれていた東側諸国の一つでもあった。
歴史
[編集]デルグは1974年6月21日、エチオピア帝国軍の下級・中級将校と警察隊員によって、軍、警察、領土軍の調整委員会として設立された[4]。メンギスツ・ハイレ・マリアムが議長に選出された。
1974年9月12日、デルグはクーデターを起こして、エチオピア帝国政府とハイレ・セラシエ皇帝を打倒し、3日後に暫定軍事行政評議会を宣言した。エリトリア人のアマン・アンドム将軍が議長となったが、1974年11月23日にエチオピア60人虐殺で殺害された[5]。
1975年3月、デルグは正式に王政を廃止し、エチオピアを共産主義国家として樹立した[6]。封建制の廃止、識字率の向上、国有化、そしてエチオピア高地からの移住と村落化を含む抜本的な土地改革を行なった。
1976年には年率50%のインフレーションとエリトリア解放戦線とのエチオピア内戦、エリトリア独立戦争での戦闘、労働者による賃上げ要求のストライキが続出し、国は疲弊した。
1977年にはメンギスツ・ハイレ・マリアムがPMAC議長に就任すると、政治的反対者を排除するための赤色テロケイ・シビール(Qey Shibir)を開始し、数万人が裁判なしで投獄され、処刑された[7]。その後の恐怖政治や粛清で数十万人が殺害された。
1980代半ばまでに、エチオピアは干ばつ、経済低迷、外国援助への依存の増大、オガデン戦争に加えて、1983〜1985年のエチオピア飢饉が発生し、デルグ政権は苦境に陥った。のちに亡命した陸軍将校・政治局員ダウィット・ウォルデ=ギョルギスは、飢饉による死者120万人、国外難民40万人、国内難民250万人、孤児約20万人にのぼったと報告している[8]。
デルグ廃止とエチオピア人民民主共和国の建国
[編集]メンギスツは1987年にデルグを廃止し大統領に就任、エチオピア労働者党が率いるエチオピア人民民主共和国というマルクス・レーニン主義の一党独裁国家を樹立した。新政府には民間人が含まれたものの、依然としてデルグの構成員が支配していた[9]。
メンギスツ政権の終焉
[編集]1991年5月、メンギスツ政権はエチオピア人民革命民主戦線によって打倒され、1995年にエチオピア連邦民主共和国が成立した[10]。

The famine left behind a population terrorized by the uncertainties of nature and the ruthlessness of their government.’"
